Britney Spears's upcoming album, Circus, promises to deliver club-banging dance hits that will land her back on top, according to music producer and rapper Lil Jon.

"It's going to be a big album," he told PEOPLE at the VH1 Save the Music Hip Hop Honors after party in New York Thursday night. "Britney is very intelligent and she's really set up [for success]," says Jon, who is one of the album's producers. "She is focused and she wants it again, so it's definitely going to happen for her."

He also expects the record to be a mainstay in the clubs. "Her stuff is all about making people party," he says.

Spears's last album, Blackout, stalled due to her much-publicized personal drama. Rapper Fabolous, who remixed the single "Break the Ice," told reporters at the VH1 Hip Hop Honors taping earlier in the night that "we weren't able to do a video because of her condition at the time."

He adds: "A lot of people count her out, but she's been able to bounce back from adversity. She's back looking, if not as good as before, even better. I would love to do more remixes for Britney."

Spears is set to release Circus on Dec. 2, her 27th birthday. She debuted the first single, "Womanizer," last month on New York's radio station Z100. She told the radio show that a tour is "definitely" in the works for next year.

Jay-Z was flying solo at the U.N.A. Global Leadership Awards Gala in New York Wednesday night. But even without wife Beyoncé Knowles by his side, he still happily chatted about his plans to start a family - eventually.

The rapper, who was being honored for his work to bring clean water to young people in Africa, has spent several weeks touring the continent.

But unlike Angelina Jolie and Madonna, it didn't inspire him to adopt. "No," the Grammy-winner (he got hitched in April) told PEOPLE. "I don't want to bring any kids home."

But Jay-Z does want babies of his own. "Most people dream of having a family someday," he told reporters. "So I'm just a regular American boy."

In the meantime, he's focused on his humanitarian work - noting that more than 2 billion people don't have access to clean water.

"Many charities, you close your eyes and cross your fingers and hope that the money gets to the people who really deserve it," he said. "But with this, I got to go to Africa, see the water pumps. I got to see the kids turn them on."

Jay-Z is giving free concert tickets those who register to vote! This Saturday, Sen. Barack Obama is bringing the rapper to Cobo Hall to encourage young residents of the region to register to vote. The registration deadline is Monday.

Saturday's concert begins at 8:30 p.m. at Cobo Hall. Michigan residents aged 18 and older can pick up tickets beginning at 3 p.m. on Wednesday, October 1st at any Campaign for Change offices throughout the region. They are listed below:

Lindsay Lohan is clearly up for some fun as she enjoyed the second day of her romantic beach break with girlfriend Samantha Ronson. The actress chilled on the beach with a big box of Scrabble in anticipation of a competitive bout with Samantha. The love-struck couple were spotted working on their tans during a romantic break in Mexico where they are spending some time out from their usually hectic Los Angeles lifestyles. They relaxed and lounged around on an idyllic paradise beach, which came complete with beds shaded by thatched palms surrounded by rocks and cacti. The girls then showed off their word skills by playing a game of Scrabble. While 22-year-old Lohan opted for more boyish dark-coloured bikinis, her revealing collection of swimsuits showed off her comparatively tanned complexion next to her more pasty-white girlfriend Ronson. Perhaps escaping to a beach and taking dips in the clear seas was just what the pair needed to recoup from their hectic lifestyles. Following mounting speculation about their relationship, actress Lohan and Ronson finally came clean earlier this month and admitted they were a couple to an American radio DJ.

Lil Wayne was supposed to be rocking a landmark concert in the Bahamas. BUT, the show didn't happen. Wayne was to kick it in Nassau on Friday, September 26, but something went very wrong. LIl Wayne was there, but a beef between the sound company and the promoter Red City Entertainment made the sound people leave the whole country hanging! Wayne couldn't perform if he wanted to. I guess there are no other sound companies in the Bahamas. You know, it all boiled down to money, at the end of the day. The Sound People didn't get their money and they were scared they weren't going to get it. Thousands of people showed up, but no show. The next day, they did a show and announced Weezy all night. At the end of the night, when it was waynes time, dude wasn't there. People were hurt. Better luck next time.

JANET JACKSON HOSPITALIZED!

 Janet Jackson has been hospitalized after falling ill prior to a concert, according to reports. Right before a show in Montreal on Monday she was sickened right before her sound check. She was then run straight to the hospital. Nobody really knows exactly what the sickness is, but she is expected to resume the tour soon.

Meanwhile, her husband Jermaine Dupri puked on her lol

We all know JD is the party master, but the NY Post reports, he had a lil' too much fun....and Janet paid the price. JD turned 36 (that's it?) last week and he drank and drank and drank. Finally, he let it all out - right in Janet's LAP. They said Ms. Nasty (Janet) bolted from the venue in haste. I know they are really in love...whew!

LIL' WAYNE HAS THE PHELPS PHEVER, TOO "It's good to be Michael Phelps. Since ... the Beijing Games, the Olympic swimmer has been awarded a $1 million bonus from swimsuit maker Speedo, which he used to start a charitable foundation. Britney Spears touched down in New York yesterday, after a weekend filled with Frappuccinos and family time. Things seem to keep getting better and better for Britney these days, but a blast from her past could shake things up big time. Adnan Ghalib is claiming that he has a two-hour sex tape from the days when he was dating the pop star and is willing to shop it around "for the right price." This isn't the first time we've heard rumblings of a racy video, but we're hoping for Brit's sake that her sleazy ex will find a new way to get attention rather than trying to sell her out entirely.
